Providing Secure Futures for Lifetime Residents

We are very proud of our IRAs! Every IRA has been completely renovated and refurnished to provide attractive, comfortable surroundings for our consumers. Our Co-op City apartment IRAs are located in a quiet building where there are several other IRAs. Rooms are large and pleasantly decorated to assure comfortable, warm, inviting homes for consumers. Other Cardinal McCloskey IRAs are located in lovely, spacious houses throughout Westchester, Rockland and Bronx Counties. Most IRAs have generous lawns and patios equipped with picnic tables and grills. The Elmsford IRA (above) has an in-ground outdoor pool that is used by the Day Hab Program and other IRAs during the summer.
In 1992, with hundreds of foster boarding homes and group homes in four counties, Cardinal McCloskey Services was recognized as a leader in the child welfare arena --known especially for its residential care of children in need. It was this reputation that led the NYS Office of Mental Retardation & Developmental Disabilities (OMRDD) to seek Cardinal McCloskey's participation in a consortium to establish group homes for people with mental retardation, known as Individualized Residential Alternatives (IRAs), in Co-op City in the Bronx. In contrast to institutions, IRAs provide individuals with a developmental disability the opportunity to live in a family-size group in residential communities. Once in care, these consumers have found a home for life.

The Co-op City Project took three years and included purchasing and renovating five apartments as well as recruiting and training new staff members. By late spring 1995, when sixteen moderately to profoundly retarded young men and women were welcomed into their new homes, Cardinal McCloskey Services had become a multi-dimensional human service agency. A few months earlier in February, CMS had opened the Susan Lane IRA in Peekskill, NY as home to six mildly to moderately retarded women.

Today, Cardinal McCloskey Services provides residential care for more than 70 individuals in 13 locations throughout Westchester, Rockland and Bronx Counties. Consumers range from being mildly retarded to profoundly retarded. Some consumers have physical handicaps, some struggle with behavioral disorders, others have significant medical conditions and some are dually diagnosed with mental illness as well as mental retardation.

Trained, experienced residential counselors provide round-the-clock supervision and daily habilitation services. All residents are provided with services focused on continued skill acquisition in areas of self-help, community integration, socialization and use of recreational time. During the day, residents go to jobs, community-based day habilitation programs or treatment programs. In the evenings and on weekends, consumers participate in daily household activities, recreational outings and leisure activities appropriate to their ability level.

Comprehensive Care

To assure the qualify of life, our Service Coordination Unit and Program Coordinators work closely with consumers and their families to help find, obtain and coordinate services and resources (e.g. doctors, jobs, community activities, transportation) to meet the vast range of personal needs and preferences. Some consumers participate in our Day Habilitation program while others maintain full time employment. To assure all medical and mental health care needs are met, nurses and therapists from our Health & Clinical Services Program monitor the residents.

Seven Years - Thirteen IRAs

1995 - With the opening of the four Co-op City IRAs and Susan Lane IRA, Cardinal McCloskey Services was committed to expanding its Residential Services to serve more mentally retarded individuals. In November 1995, the DeKalb Avenue IRA opened in White Plains, NY as home to six severe to profoundly retarded women.

1996 - 1998 - During the next three years, four more IRAs opened to serve another 25 consumers. In February 1996, the Whitney Avenue IRA in White Plains, NY opened to serve seven moderately retarded men. The following year, in January 1997, the West Nyack IRA in Rockland County opened to serve 6 moderately to severely retarded male consumers. A year later, in January 1998, the Deveau IRA in North Salem, NY opened to serve 4 severely to profoundly retarded women and 2 severely retarded men. Six months later, in July 1998, the Gunther Avenue IRA in the Bronx opened to serve 6 severely retarded men.

2000 - In March 2000, the Elmsford IRA opened in Westchester County. Serving a slightly different population, this IRA serves 4 men and 4 women who are mild to moderately retarded but who are also dually diagnosed with mental illness. Later that year, in November 2000, the Truman Residence in Yonkers, NY opened to serve 5 mild to moderately retarded men.

2002 - In March 2002, our Waterbury IRA opened in Peekskill to serve six mild to moderately retarded women.
